THE SITE
The site comprises approximately 23 hectares of agricultural land, with some hedgerows and trees within the site.
The Site is bounded to the north by Halebank Road and to the east by Hale Gate Road. It is bounded to the west and northwest by a hedge line which separates other agricultural land at Middlefield Farm. Existing residential dwellings, Halebank Allotments and Hale Gate Road are located to the east of the application site.
The site provides an opportunity to deliver an exemplar landscape-led development which integrates into the wider Halebank area.

PLANNING CONTEXT

Keepmoat have participated in extensive pre-application engagement with Halton Borough Council and their Statutory Consultees. The proposals have been developed in accordance with Halton Borough Council’s Development Plan comprising of the Halton Delivery and Allocations Local Plan [DALP] (2022) (that incorporate the remaining policies from the Council’s Core Strategy Local Plan (2013)) and the Joint Merseyside and Halton Waste Local Plan (2013).
The site is allocated for residential development under Policy RD1 of the Halton Delivery and Allocations Local Plan (Site- W24 -West of Hale Gate Road). Allocated land is land that has been identified to meet the development needs of this area, in this case for the delivery of housing to meet local need.
Halebank is identified as a Local Centre in the Halton Delivery and Allocations Local Plan, behind the Town and District Centres of Runcorn Old Town, Widnes, and Halton Lea. Local Centres are noted to serve their surrounding areas, and have a good range of facilities including shops, schools, and cultural and leisure facilities.
The site already benefits from outline planning permission for the development, meaning the principle of delivering homes here has already been established and forms the key context for this reserved matters application.
